Maya needs a hardship grant. A model can screen her. It must not see her diagnosis, SSN, or paycheck. Oath seals the vault on Midnight, opens only the policy bits, and attests that the rules were followed.

A bitmask is the contract
Grant screen may open city, income band, household, adult. Diagnosis is not a bit it can set.
03 Attest
The model is bound
Prompt hash, openings, and output hash go on-chain. An officer can verify without the vault.
